Chief Lorna McClusky

Chief McClusky graduated from the University Of Memphis Cecil C. Humphreys School of Law in 1994. In 1998 she became a member of the Massey McClusky Law Firm, where she rose to managing partner, while maintaining her role as a trial attorney. She has nearly three decades of experience practicing criminal law, including extensive work on capital cases in state and federal courts.

Assistant Chief Rob Gowen

Mr. Gowen graduated from the University of Memphis Cecil C. Humphreys School of Law in 1998. He practiced as a trial attorney with the Shelby County Public Defender’s Office for 24 years, focusing primarily on capital cases. Notably, he was trial counsel to a team that won acquittals for two of its clients at death penalty trials.

This is an epochal shift for the justice system of Shelby County. We are looking forward to our Unit advancing DA Mulroy’s vision of not merely remedying false convictions, but of creating a stronger legal system built on fairness.
